The Malcolm Baldrige Performance Excellence Award is the first and only Presidential Award for organizational performance excellence. But the Baldrige criteria are also an integrated framework for managing an organization, and are used in thousands of organizations of all sizes. They can help an organization align resources; improve communication, productivity, and effectiveness; and achieve strategic goals. The presentation will cover the proven improvement and innovation framework for an organization in an integrated approach to management areas: leadership; strategic planning; customer focus; measurement, analysis, and knowledge management; workforce focus; process management; and results. This helps organizations evaluate performance, assess where improvements and innovation are most needed, and get results to effectively meet their missions and achieve their visions. The variations of the criteria for the health care industry and education, and the recent expansion into the not-for-profit and Government sectors will also be discussed, as well as the Quality Award programs for the States of Maryland and Virginia/District of Columbia.

Steve Bonk has over 30 years of experience in IT program management and engineering and is employed by MITRE, presently supporting Veterans Benefit Administration Transformation. He holds a BS and MS in Electrical Engineering from Penn State (High Honors) and U Mass Lowell, an MBA from Virginia Tech, and a Post Masters Graduate Certificate in IT and Telecommunications from Johns Hopkins. He is a Project Management Professional (PMP), Risk Management Professional (RMP), Stanford Certified Project Manager (SCPM), Registered Professional Engineer (P.E.), and is ITIL (V3) Foundation certified. As a member of the PMI, he contributed to the current and prior editions of the: Project Management Body Of Knowledge (PMBOK), the Organizational Project Management Maturity Model (OPM3), the Standard for Program Management, the Standard for Portfolio Management, the Practice Standard for Project Estimation and the second edition of the Practice Standard for Project Scheduling. Steve is a senior member of the IEEE. He is a member, and was the Chairman of the Committee on Transportation and Aerospace Policy, was the 2006 Congressional Fellow serving as a science and technology advisor to the US Congress, and is currently a member of the Government Fellows Selection Committee. He frequently represents the IEEE in the Congressional Research and Development Caucus. He conducts college engineering and technology accreditations as an ABET (formerly the Accreditation Board for Engineering and Technology) Program Evaluator. He recently hit his six term limit as a senior examiner and team leader for the Malcolm Baldrige National Quality Award, is a member of the board of directors and served multiple years as a member of the board of examiners for the U.S. Senate Productivity and Quality Award. He is a member of the Government Accountability Office’s (GAO) technology cost and schedule best practices external expert advisory group. He has taught college courses in project, acquisition, and risk management at Washington Adventist University and is a member of Penn State’s Engineering Industry Advisory Committee.
