The Malcolm Baldrige National Quality Award is the first and only Presidential Award for performance excellence. But the Baldrige criteria are also an integrated framework for managing an organization, and are used in thousands of organizations of all sizes. They can help an organization align resources; improve communication, productivity, and effectiveness; and achieve strategic goals. The presentation will cover the proven improvement and innovation framework for an organization in an integrated approach to management areas: leadership; strategic planning; customer focus; measurement, analysis, and knowledge management; workforce focus; process management; and results. This helps organizations evaluate performance, assess where improvements and innovation are most needed, and get results to effectively meet their missions and achieve their visions. The variations of the criteria for the health care industry and education will also be discussed as well as the State of Maryland Quality Award programs.
Steve Bonk has over 30 years experience in IT program management and engineering and is a principal consultant with BAE Systems conducting technology modernization in the Department of Homeland Security. He holds a BS and MS in Electrical Engineering from the Pennsylvania State University and the University of Massachusetts Lowell, an MBA from Virginia Tech, and a Post Masters Graduate Certificate in IT and Telecommunications from Johns Hopkins. He is a Project Management Professional (PMP), Stanford Certified Project Manager (SCPM), and is a Registered Professional Engineer (P.E.).
He contributed to the current and prior editions of the: Project Management Body Of Knowledge (PMBOK), the Organizational Project Management Maturity Model (OPM3), the Standard for Program Management, the Standard for Portfolio Management, and the upcoming Standard for Project Estimation.
He is a senior examiner for the Malcolm Baldrige National Quality Award, served multiple years as a member of the board of examiners for the U.S. Senate Productivity Award, and the Maryland State Quality Awards. He is a member of the Government Accountability Office’s (GAO) external cost expert advisory group. He has taught college courses in project, acquisition, and risk management at Columbia Union College.

Meeting Information
The PMI Baltimore Chapter hosts monthly dinner meetings and bi-monthly luncheon meetings.
Dinner meetings are held on the third Thursday of the month and alternate between the Crowne Plaza in Timonium MD and the Ramada Inn BWI in Hanover MD. They start at 6:00 PM.
We will be having bi-monthly Annapolis dinner meetings on the fourth Wednesday of the month at Carrol's Creek Cafe. The Annapolis meetings start at 5:30 with an hour for networking, dinner starts at 6:30, and the presentation starts at 7:30.
We will also be having a bi-monthly dinner meeting in the Salisbury, MD area on the alternating months on the fourth Wednesday of the month at the Adam's the Place for Ribs restaurant in Fruitland. The Eastern Shore dinner meetings start at 6:00 PM.
Every other month, we will be meeting in Frederick, MD, at the Red Horse Steak House. Networking starts at 6pm, with dinner at 7pm, and a presentation starting promptly at 8pm.
We also hold luncheon meetings in Columbia, MD on the fourth Monday of the month at the Howard County Business Center, 6751 Columbia Gateway, Columbia, MD 21046. These meetings start at 11:30 AM. Please note that payment for the Columbia luncheon meeting is at the door. Online payment via PayPal is currently not available for the Columbia luncheon meetings.
